Executive Summary

National Sustainable Mobility Policy | Year One Progress Report

The National Sustainable Mobility Policy (SMP) was published in April 2022 with a target of delivering at least 500,000 additional daily active travel and public transport journeys, and a 10% reduction in kilometres driven by fossil-fuelled cars, by 2030. The Climate Action Plan 2023 updated these targets to a 50% increase in daily active travel journeys, a 130% increase in daily public transport journeys, and a 20% reduction in total vehicle kilometres travelled by 2030.

The following highlights some of the key progress achieved during the first year of the SMP:

Ӄ Established a Research Network to help focus resources on research priorities that are critical to providing an evidence base for delivery of key objectives under the SMP.

Ӄ Established a new division - the Sustainable Mobility Management and Implementation Division (SMMID) - within the Department of Transport (DoT) to focus resources on demand management, shared mobility, and delivery of actions under the SMP, including the establishment of a Portfolio Management Office (PMO).

Ӄ Contributed to the development of a Climate Action Public Engagement Strategy.

Ӄ Convened the first annual National Sustainable Mobility Forum to engage with stakeholders on SMP.

This report outlines the progress made in the first year of the SMP, and related Action Plan, and provides a brief overview of the work to be advanced during the remainder of 2023.

Ӄ Established a taskforce, referred to as the SMP Leadership Group (LG), to oversee and drive the implementation of Policy.

Ӄ Established a Delivery Team (DT) to support the LG and to develop and oversee the delivery of a Pathfinder Programme.2

Ӄ Launched a new Pathfinder Programme consisting of 35 sustainable mobility projects, which are aligned to the SMP. Pathfinder branding also developed and deployed.

Ӄ Planned and delivered workshops to assist with the mitigation of identified risks in the implementation of the SMP.
