Minister’s Foreword
Tá áthas orm an dul chun cinn atá déanta go dtí seo faoin mbeartas soghluaisteachta inbhuanaithe a thaispeáint sa tuarascáil seo.
The progress outlined in this Report reflects the commitment and collaboration of a wide range of partners. I would like to acknowledge the work of Government Departments, State agencies, local authorities and transport operators, as well as the valuable contributions of stakeholder groups, including disability organisations, community representatives, academia and industry.
The National Sustainable Mobility Policy 2022- 2030 set out a clear vision for transforming Ireland’s transport system, supported by an initial Action Plan running to 2025. Of the 91 identified actions almost 70% have been completed or substantially advanced, with significant progress made across the remainder. The conclusion of this Action Plan marks an important milestone in delivering a cleaner, healthier and more inclusive transport system that puts walking, cycling and public transport at the heart of everyday journeys.
While there is more to be done, strong foundations for delivery have been firmly established. The recently published Action Plan 2026–2030 will build on this momentum and continue to drive forward our transformation towards a transport system which is more sustainable, more accessible, and better aligned with the needs of people and communities across Ireland.
Across the country, investment in sustainable mobility has delivered tangible results. Since the Action Plan commenced in 2022, more than 185 new or enhanced public transport services have been introduced, improving access to employment, education and healthcare for communities throughout Ireland. Significant progress has also been made in decarbonising public transport, with 53% of fleets operating in Cork, Galway, Limerick and Waterford now lowor zero-emission. Limerick has become the first Irish city to operate a fully zero-emission urban bus fleet. Since 2020, over 1,000 kilometres of new or improved walking and cycling infrastructure has been delivered nationwide, making sustainable travel safer, more attractive and more accessible for people of all ages and abilities. Accessibility has also improved, with wheelchair accessible vehicles in the Small Public Service Vehicle fleet increasing by more than 25%.
Tá súil agam gur féidir linn leanúint de bheith ag obair le chéile chun timpeallacht iompair inbhuanaithe agus athléimneach a chruthú.
Darragh O’Brien T.D. Minister for Transport
These achievements are being complemented by continued investment in major transport infrastructure. The review of the National Development Plan allocated €24.33 billion to 2030 for public transport projects. Investments in Metrolink, DART+ and BusConnects will expand capacity, improve connectivity, and support sustainable growth while helping to reduce transport emissions.
Executive Summary
” These targets include achieving a 50% increase in daily active travel journeys, a 130% increase in daily public transport journeys, and a 20% reduction in total vehicle kilometres travelled by 2030.
The National Sustainable Mobility Policy (SMP), published in April 2022, established a strategic framework to 2030 for increasing active travel (walking and cycling) and public transport journeys. It was accompanied by an Action Plan to 2025 containing 91 actions designed to support delivery of the Policy and the sustainable mobility targets subsequently refined in the Climate Action Plan 2023. These targets include achieving a 50% increase in daily active travel journeys, a 130% increase in daily public transport journeys, and a 20% reduction in total vehicle kilometres travelled by 2030.
This Final Progress Report marks the conclusion of the 2022–2025 SMP Action Plan. It provides a comprehensive account of progress across all 91 actions. Of these, 58 actions have been fully completed, while five have been modified to better align with the intended outcomes. 28 actions have been delayed beyond the original Action Plan timelines, although substantial progress has still been made.
through which outstanding actions are being carried forward beyond the lifetime of this Action Plan, many of which have been carried out with revised timelines and outputs in the new SMP Action Plan 2026-2030.
Finally, the report assesses the outcomes of the policy measures implemented to date against existing targets and Key Performance Indicators, as well as providing some additional policy updates on progress in areas related to sustainable mobility.
The report also identifies the policies, programmes, and ongoing workstreams

- National Sustainable Mobility Policy and Action Plan
The National Sustainable Mobility Policy (SMP) was published in April 2022 and sets out a strategic framework to 2030 for active travel (walking and cycling) and public transport journeys to help Ireland meet its climate obligations, as well as its social and economic objectives. It was accompanied by an Action Plan to 2025 which contained actions to improve and expand sustainable mobility options across the country by providing safe, green, accessible and efficient alternatives to car journeys.
The 91 actions in the SMP Action Plan 2022-2025 are grouped under 10 high-level Goals, all stemming from the SMP’s three overarching principles:
Safe and Green Mobility
Key Principle
-
Improve mobility safety.
-
Decarbonise public transport.
-
Expand availability of sustainable mobility in metropolitan areas.
-
Expand availability of sustainable mobility in regional and rural areas.
-
Encourage people to choose sustainable mobility over the private car.
People-Focused Mobility
Key Principle
