I am preparing a report on Household Waste Collection costs in Ireland and across Europe. I am using 2004 as a benchmark year as there was a survey of private sector Household Waste Collection charges completed by the Competition Authority that year. I want to add Local Aauthority costs. so I am looking for details of income and expenditure relating to Programme 5 Environmental Protection. See pages 34 to 39 in the attached for the equivalent data. This has 2005 budget figures plus 2004 actual figures. I have the same sort of data from other Local Authorities and I am chasing all local authorities that collected household waste in 2004. According to their website this was in operation since 1979 when in fact it only came to be in use in 1997 when the company was first registered. What is the planning number for this business? c. What was the date of grant of permission? d. Was it advertised according to the planning procedures and details in local newspaper? 2a. Who authorised the building of the wall on the foreshore between X and Y. b. Who financed this wall as it seems to have been done by a private individual for personal use? c. What was the reason the Council allowed this to be erected without planning or consultation with the local community who use this foreshore when the planning office was informed and asked for an explanation? d. Why did the authorities not inform locals of the position when an attempt was made to block local access from the foreshore? e. Is this wall now above or below the High Water mark? 3a. Who authorised the building of the wall on the shore side between the right of way and the foreshore, extension and increasing of private site out into the foreshore and the sea? b. Was this extension of land into sea allowed to facilitate the application of a new treatment systems as they had recently acquired 3 houses, one of which they are going to change from residential to commercial, applied for in 2015 but still not used for the purpose it was granted? c. who financed the building of this wall and extension of land or was there planning permission granted for this? d. I seek a breakdown of all fixed payment notices issued under Section 10B of the Waste Management Act 1996 - as amended by the Environment (Miscellaneous Provisions) Act 2015. For the avoidance of doubt I am seeking details that relate to offences under Section 34 of the 1996 Act. This should include, if available, the number of notices, date, amount fined, permit number or type (if available) and reason (if captured). I am aware that some or all of the information sought may not be captured. On that basis I am willing to revise the wording and accept any reasonable revision which would serve the purpose of focusing on the most relevant information while at the same time keeping the workload for the Council to a minimum. Under Section 17 of the Act I would request the release of all material in electronic form.

I am concerned that the person or persons who provided this information to the county councils with the clear intention of misleading the CC and possibly having a factor in any decisions made in connection to this case.
