In January 2022 the Jockeys Emergency Fund made a payment of E350,000 to a bank account of the Irish Horseracing Regulatory Board (IHRB) which breached rules stating that charity funds must only be used for official charity business. This payment was paid back to the Jockeys Emergency Fund by the IHRB in April 2022. Daragh O'Loughlin, Chief Executive of IHRB, told the Oireachtas Public Accounts Committee that he reported this activity to the Charities Regulator when he discovered in or around June or July 2023 what had happened. I wish to make a Freedom of Information request for the Charities Regulator to supply me with copies of any or all correspondence about this matter between the Regulator and the IHRB from when the Regulator was first informed of these transfers through any investigation the Regulator carried out to when a final determination was made by the Regulator.
