Given the OPW's statutory responsibilities under the Arterial Drainage Acts 1945-1995, the European Communities (Assessment and Management of Flood Risks) Regulations 2010, and Ireland's obligations under the EU Water Framework Directive (2000/60/EC), this request seeks the following: 1. Public character of the records Given that the property is owned or managed by a public body, and its inclusion on the Derelict Sites Register arose through a statutory enforcement process by another public authority, the records sought concern: The stewardship and management of public assets; inter-agency regulatory compliance, and the exercise of statutory powers across public bodies. These matters carry a very strong public interest, particularly in the context of vacancy, dereliction, and pressures on land and property for residential and commercial use. Section 37 considerations I note that the records concern public property, public authorities, and regulatory processes. Section 37 is therefore unlikely to be engaged.

The corresponding invoices/receipts showing all costs for works until Sept 11th when work was stopped by peaceful community protests.
