    In 2019 I requested information relating to flooding in Blackpool - AIE 5/1/2019. I was denied access to four video clips (record no.6) identified as being relevant to my query. These clips are: MVI_0829 007 MVI_0831 009 MVI_0832 010 MVI_0834 012 I have since learned that these clips were all filmed by a member of the public, and as such could enter the public domain at any time. These video clips are vital in determining the cause of flooding in Blackpool Village on the 28th of June 2012. I believe that the public interest is better served by the immediate release of these four video files (unedited) to me. I request these four video files under the Access to Information of the Environment Regulations. I will agree not to publish any material that would compromise the privacy of individuals. I would like to receive the documents via digital download please.

    Under the Freedom of Information Act I would like to ascertain: When the culvert under the M8 motorway at Point X was installed. If there was a Section 50 Application made to the OPW prior to the installation of the culvert seeking their approval. Was there an assessment done of the catchment upstream of the culvert to estimate the run off, and what arrangements were made in relation to the discharge to the culvert into an open channel on the downstream side? There was an open channel/stream connecting Culverts X and Y. Was there any analysis carried out of the open channel or stream in relation to its capacity as part of the analysis done over the Section 50 Application? Did the Section 50 Application also involve the installation of the culvert at Point Y on the local road – the L3071. It should be noted that we have done a similar type FOI to Tipperary County Council, and I enclose copy of their response of even date. You might note from their response that they appear to have no information in relation to any Section 50 Application for either culverts – X or Y. I enclose a map of the 2 culverts – the 1.2m diameter culvert at Point X which is the culvert under the motorway and the second culvert of the same diameter marked Point Y which goes under a local access road – the L3071. We understand the culverts were constructed between March 2006 and July 2008 and believe they were constructed during the earlier part of the period to enable the haul road and earthworks to proceed for the construction of the M8
