    I am requesting access under the Freedom of Information Act to the "business case" for Gsoc referred to by Minister Charlie Flanagan at the Justice Committee on April 18th, 2018 (see below). Minister Flanagan: Members will be aware of the urgent need to ensure revised resourcing for GSOC. I am very anxious to ensure that GSOC is equipped with the necessary resources to carry out its work at all times. Funding is constantly kept under review. I am very keen to ensure that GSOC works effectively and efficiently. A process is under way and I received a business case some weeks ago. It is under active consideration by my Department and the Department of Public Expenditure and Reform and I expect an early decision on the matter.....A few weeks ago a business proposal was submitted seeking 37 additional staff at a cost of €1.7 million. This matter is under active consideration at the moment.

A copy of all submissions made to the Office of Government Procurement in response to its advertisement in March 2017 for new methods of collecting the TV licence fee I am making this request on public interest grounds, given that over €40 million is being lost each year due to evasion of the TV licence. I note that those submitting expressions of interest were told that "submissions received will be treated in confidence by the OGP but that they may be subject to disclosure under the Freedom of Information Act.     In accordance with the Freedom of Information Act 2014, I wish to request access to the following: 1. Copies of any correspondence (emails, letters, memos, etc) dating from January 1, 2009 to December 31, 2012 between the then Department of Finance secondary secretary general Donal McNally and the then Department of Defence secretary general Michael Howard relating to the awarding of the contract to Babcock Marine for the purchase of vessels for the Irish Naval Service. 2. Copies of any records dating between January 1, 2009 and May 1, 2018 showing the cost of the contracts awarded to Babcock Marine for the purchase of vessels for the Irish Naval Service and details of the tenders submitted by unsuccessful bidders. In relation to the second category, to avoid issues of commercial sensitivity, the department does not need to identify the unsuccessful bidders, only the amounts they bid for the contracts. If the records are voluminous and could lead to prohibitive costs being imposed on this FOI Act request, perhaps the department could provide the amounts for the successful and unsuccessful bids in the case of each contract awarded to Babcock and not the records, though my preference would be to obtain copies of records.
