    Therefore, the existence of a 2022 grant is already acknowledged by the Department. Ministerial announcements are issued only where a grant exceeds the approval threshold under the Industrial Development Act 1986, typically between €5 million and €7.5 million. Therefore, if a Minister publicly announced Amcor’s expansion in 2022, the value of that grant must have exceeded €5 million under IDA policy. This directly contradicts IDA Ireland’s statement that no such grant exists. 2. Relationship between DETE and IDA grants You noted that the IDA is responsible for the awarding of grants. This does not eliminate DETE’s responsibilities under: the Freedom of Information Act 2014,EU State Aid transparency rules, and the Industrial Development Act 1986, which requires ministerial involvement where grants exceed certain thresholds or where public announcements are made. The Department issued the 2022 ministerial statement regarding Amcor Flexibles — therefore it holds relevant records. Accordingly, I am entitled to access records held by DETE relating to: ministerial approval, briefing documents, communications with IDA,
